“It’s an attempt to reduce the seriousness of their crimes,” said Lee Sin-uck, a researcher at Busan University of Foreign Studies, adding that North Korean activities are far more serious than what the Americans in Moscow are accused of doing.

“North Korean diplomats’ smuggling cases are a matter of their livelihood. It’s at another level,” Lee said.
